A detailed analysis of the current process ("the current state") and construction of the desired process that best fits your needs (the "to-be state") is used to create the change requirements and the project plan to get you from point A to point B (and C, D and beyond!). Project management at Verifications is a structured, disciplined, collaborative effort.
